The term Social Software can be used to indicate a) the formal analysis of social procedures, such as elections, allocation of tenders, coalition and alliance formation, andb) the development of software for making social processes run smoothly.In the 1950’s Kenneth Arrow introduced a framework for elections and proved that a voting procedure satisfying a certain combination of elementary properties cannot exist because the properties in question, although individually appealing, are (together) inconsistent. It is only very recently that Michel Balinski, together with Rida Laraki, introduced another framework and showed that in this new framework voting procedures with nice properties do exist. Interestingly, he was inspired by looking at the voting procedures of contests in real life, such as wine and ice-skating contests. In this new framework the voters/judges have a common language or grading system, which enables them to give richer information than in the traditional framework.1. We want to apply the new framework to parliamentary and presidential elections, avoiding the counter intuitive results that frequently occur in the traditional framework.2. We want to apply the new framework to the allocation of tenders. In this way we expect to avoid the paradoxical situations which appear abundantly in the traditional framework, leading to many cases in court.3. We want to develop fair procedures for coalition and alliance formation, making use of the new framework in case there is more than one stable government. 4. We want to build software for the new election procedure, the allocation of tenders and for coalition and alliance formation under the new framework.5. We want to compare the Balinski-Laraki procedure with traditional procedures, in particular with the Borda count.
