Governance of suburban district developments

The development of new suburban districts is a complex planning and political process. It involves the preparation of large-scale public and private investments that are developed, negotiated and implemented by a variety of public and private actors. There are considerable knowledge deficits about how decisions about the design of new neighbourhoods are made. This applies to the governance of the planning and decision-making process as a whole, and in particular to the relationship between municipal planning and the interests of private investors. And little is known about whether and how the governance of planning differs given the different framework conditions within large cities and suburban municipalities, where much of the settlement development takes place. The aim of the project is to record the structures and processes of governance in the development, planning and realisation of suburban residential neighbourhoods in Germany and to contribute to their understanding. It will be investigated by which framework conditions, by whom, when and how the decisions in the complex processes of development, planning and realisation of new suburban residential neighbourhoods are influenced and made. In this context, the governance of "municipal planning" refers to the task or function of planning to finally bring together the many relevant aspects and concerns in a plan. It is explicitly not meant that only the municipalities (or those commissioned by them to do so) steer this process. Rather, the aim is to examine who is involved and how, under which framework conditions and in which processes this takes place. In the form of case studies in-depth empirical studies on the development constellations, structures, thematic and conflict agendas as well as governance processes of new suburban neighbourhoods are conducted. In addition to quantitative methods, these are based primarily on qualitative methods, especially interviews with the respective experts and participants. The case studies are conducted on large suburban neighbourhood developments in large cities as well as on neighbourhood developments in suburban communities of city regions. The sub-project "Governance of Suburban Neighbourhood Developments" is integrated into the research group "New Suburbanity". Within this group, it cooperates in particular with the sub-projects on landscape policy and settlement structure, which are equally distinctly related to the level of the city region, as well as with the projects on the social structures of suburban neighbourhoods and the living models of households, which focus on social issues.
