The goal of this research proposal is to develop a model for the complexity evaluation of development projects, which can be used to identify the challenges of a project constellation. The model ensures the identification of the features that determine the complexity of the proposed development project before the beginning of a development project. Based on these features the influencing factors, which can be adapted to these prevailing conditions are identified in order to achieve a balance between the given project complexity and the system complexity to fulfill Ashby's 'Law of requisite variety'. Therefore a new approach has to be developed, which uses existing methods for the evaluation of complexity and approaches for the description of influencing factors of the development projects.
