Since 2011, the University of Stuttgart has been offering its researchers the funding of their Open Access publications through the establishment of an Open Access Fund. The relevant DFG funding programme was decisive for the establishment. In the same year, the university adopted an Open Access policy. It expressly encourages its authors to publish their research results in accordance with the Berlin Declaration. In the course of institutionalising Open Access, an OA officer has been appointed to manage the relevant activities at the university. To put the OA business model on a continuing basis, the OA fund was set to long-term status in March 2017. Following four successful applications for the publication years 2011, 2013, 2015, 2018 and 2019, the University of Stuttgart is again applying for funding for the publication year 2020 under the "Open Access Publishing" programme.By promoting Open Access publishing, the university aims to increase the OA share of total publications to 25 percent until 2025 and to improve its negotiating position with publishers in licensing subscription-based journals. In order to avoid the transformation process from the licensing of subscription-liable the University Library has set up a working group on Open Access Transformation to further promote journals towards Open Access publications. A university bibliography was introduced in April 2016 to determine the OA share of the total publications. In addition to the publication metadata accessible on the Web of Science, lists of institute and chair publications are also evaluated. The implementation of the Open Access strategy requires a comprehensive range of advisory and information services. In addition to the university's Open Access website (https://oa.uni-stuttgart.de), Open-Access-Workshops will be continued at the institutes. The aim of the events is to inform authors about the advantages of Open Access and to support them in their publication activities in order to increase acceptance of Open Access.
