Continuously growing mobile-only rates in Europe and the USA require a change telephone survey methodology. Meanwhile the mobile-only population has grown to an extent, that ignoring it would have fatal consequences forepresentativenes of landline telephone survey results. Therefore solutions to this problem have be developed and examined. Such solutions could be (1) drawing pure mobile phone samples as it is already done by Flash Eurobarometer studies in several East-European countries) or (2) complementing fixed-line telephone samples by mobile phone samples, integrated with the help of dual frame aproach. Both solutions require furtheresearch in the area of mobile phone surveys as it is done by Experimental Mobile Phone Panel. The second period of the Experimental Mobile Phone Panel project aims at answering the folowing questions:(1) Who is mobile-only in Germany? What are the socio-demographic, atitudinal and behavioural properties of the mobile-only population? What are future developments in coverageror due to the mobile-only population? Is a permanent condition or just temporary phenomenon during biographic transitions?(2) Are mobile phones in fact personal devices? What is the proportion of people sharing their mobilephone and with how many people are they sharing? Given this phenomenon, how shouldselection probabilities determined appropriately? What is the appropriate approach to integratelandline and mobile phone sub-samples using a dual frame design?(3) Do post-stratifications or propensity score weighting procedures represent reliable and practicable solutions to unit non-response in mobile phone surveys? What are sucesful strategies to reduce non-response in mobile phone surveys?
