Since 2016, the Carl von Ossietzky University of Oldenburg has paid for open access publications by scientists and scholars from the university with funds from the DFG-supported Open Access Publication Fund. The University Library covers publication costs in journals of publishers with whom (consortial) transformation agreements were signed (e.g. DEAL) through Publish-and-Read (PAR) Fees. In the next three years an information budget will be introduced. All its components will be administered by the university library as a central hub for data collection, management and evaluation. Monitoring tools and procedures which are already established will be expanded, evaluated and optimized; new evaluation modes will be designed. For example, publication monitoring will be expanded in terms of content attributes and additional information on the context of individual publications. The incentives for publishing Gold Open Access will be raised.
