Open Access-Publication Fees /2022-2024 / University Bochum

Term since 2021
Project identifier Deutsche Forschungsgemeinschaft (DFG) - Project number 491052530

With this project, Ruhr-Universität Bochum (RUB) is pursuing the goal of further expanding the structures for promoting open access that have already been established since 2014 with the support of the DFG and adapting them to the new challenges of the open access transformation. With the signing of the Berlin Declaration and the publication of an Open Access Resolution in 2013, RUB is committed to the science-political demand for open access to scientific publications. It actively supports its scientists in publishing their research results in open access. The publication fund for articles in open access journals (Gold Open Access), established in 2014 with funding from the DFG, is a central component of an overall strategy to promote open access publishing at RUB. The University Library (UB) manages the fund and offers a comprehensive range of advice and support. This includes promoting the Green Path via the RUB document repository and providing publication platforms for the establishment of open access journals and series. In addition, RUB supports the open access transformation by participating in transformation contracts, which are also centrally managed by the UB.As a university with a strong publishing presence, the RUB faces enormous additional costs with the transformation to publication-based funding, especially within the framework of DEAL contracts. Not only in the context of transformation contracts, but also in the area of gold journal articles, the publication figures and thus the costs have been rising continuously for years. In order to estimate the funds required in the future, it is essential to monitor publications and costs across the institution in as standardized a way as possible. In order to achieve this goal, existing structures are to be further expanded and new structures are to be established as part of the project. Information on the volume of publications will be recorded in RUB´suniversity bibliography. In view of the second funding phase, the monitoring of publications from DFG projects will be further expanded with the aim of providing evidence of these publications as comprehensively as possible. Reliable information on costs is currently only available for publications that are centrally processed by the UB. Several measures are planned to provide an overview of decentralized costs as well. One strategy is to improve the informative value of the bookings via the already introduced G/L account "publication costs" by further differentiating the cost types and standardizing the designations used. Additionally, a more centralized processing of Open Access funds at RUB is planned in order to improve monitoring, simplify procedures for scientists, and reduce transaction costs for the administration of costs.
