The project aims to consolidate Heidelberg University's Open Access infrastructure in the context of the Open Access transformation so that researchers at Heidelberg University have the opportunity to publish every publication in Open Access. To this end, the publication fund for articles, which is in place since 2014, was further expanded and a separate fund was created to promote open access monographs from DFG research projects. The project also aims to expand the financing architecture for scientific publications in accordance with the requirements of the Open Access transformation, in particular the creation and further development of instruments for the central recording of funding streams. This includes the creation of cost transparency with regard to central and decentralized expenses and, based on this, the agreement of a future-oriented information budget for Heidelberg University. In line with the decentralized responsibility for resources, this is a virtual information budget in which central and decentralized financing shares at the university facilities and university clinics are combined.
