In view of strengthened academic markets, this project compares countries in regard to the question of who owns universities and their knowledge bases and analyzes the role played by different ownership and financing models in the knowledge economy. In overview analyses and case studies, three institutionally heterogeneous higher education systems are compared: the German system, which is essentially publicly financed and designed, the operationally privatized but still publicly (cross-)financed British universities and the Brazilian system, in which the majority of universities are privately run and often even operate for profit.
