In this project we describe and explain the transformation of health care systems in Central and East¬ern Europe in the post-Soviet era. The main focus is on the role of the World Bank, the World Health Organization (WHO), the OECD, and the EU. In addition to these important vertical interdependencies the importance of horizontal interdependencies among Central and Eastern European countries (CEEC) but also of relation-ships with Western European countries is analysed. We explain why most of the CEEC have developed a similar health care system while implementing very different health care policies at the instrumental level.
