The subproject develops methods for planning transitions between available communication mechanisms using probabilis-tic methods. In particular, we consider interacting communication systems in core networks. The goal of the subproject is to provide optimized transition plans subject to coupling of multiple transition-capable communication systems where plan-ning is conducted under limited observability. This transition planning is based on performance evaluation metrics provided by queuing theoretic models. The modelling of the coupling of communication systems is based on Markov decision theory and an approximate local decomposition of the optimization of the achievable communication quality.
