The funding proposal submitted by Bayerische Staatsbibliothek within the DFG-funded programme for the supra-regional supply of literature covers the current journal content of Cambridge University Press as well as the publisher's journal backfiles to complete the existing national licence. For these resources the publisher handed in offer documents. The negotiations, which were carried out in compliance with the DFG guidelines for purchasing licences, were centrally led by Bayerische Staatsbibliothek. The offer refers to granting to participating institutions a nonexclusive and non-transferable perpetual licence to access and use the licensed materials. Eligible for participation in the licence agreement to be concluded are mainly publicly funded academic institutions in Germany. The offer includes the right to archive the contents on servers owned by the participating institutions or third parties authorized by the licencees for the purpose of ensuring permanent availability of the contents. For the current CUP journals the archives that successively build up during the term of the agreement will become available as a national licence to all authorized institutions in Germany following a defined time period (moving wall). In addition, special open access arrangements could be negotiated. Generally, the negotiations were aiming at the improvement of licensing standards and the development and testing of innovative licensing models that may also be reused in other licensing contexts. Bayerische Staatsbibliothek will ensure that the licensed materials will be accessible nation-wide via suitable and convenient information systems.
