The Concert of Europe, the League of Nations and the United Nations can be conceived as govern mental reactions to situations that were collectively considered as security-relevant. We analyse how heuristics emerging therefrom can be used, in terms of the politics of international law, to consolidate processes of institutionalisation and collectivisation. To this end, we examine opposing argumentative topoi of ius ad bellum and ius in bello that were used to justify unilateral political and military action of state actors.
