The project explores two perspectives on the selection of personnel for key posts in public administration. One is a comparative study on the top civil servants in Western Europe, the other an examination of the reconstruction of the administration in Germany's new Länder from 1990. The main goal of both studies is to examine the relationship between semantics, processes of institutionalization and decision in practice.
